My Lords, I thank the Minister for her response and her understanding. Obviously, her reply is extremely disappointing. I thank all noble Lords who have spoken, without exception, in support of helping these members, who are the oldest and have typically lost the most as a result of their scheme failing. I would like—and I feel, in all good conscience, having heard the support across the House for these principles and having worked for more than 20 years with many of those who have lost out, that I am morally obliged—to test the opinion of the House, but I will not do so on Amendment 124. I give notice that I will do so on Amendment 154, on the Financial Assistance Scheme, later in this debate on Report.
