Terminally Ill Adults (End of Life) Bill

I respect the noble Baroness for repeating her speech. Section 3 of the Mental Capacity Act says that if a person is unable to “understand the information relevant to the decision … to retain that information … to use or weigh that information ... or … to communicate his decision”, then they do not have capacity. I am content that that should be the approach under the Bill.
