The Rock review highlighted issues such as insufficient collaboration, short tenancies and a lack of understanding within Defra of the complexities of land occupation. It was welcomed by the then Secretary of State, now my noble friend Lady Coffey, but perhaps far more importantly, it was welcomed by the then leader of the Opposition.
