5. What discussions she has had with the Scottish Borders council on the cross-border connection.
The Minister for Energy (Michael Shanks)Labour
National Grid Electricity Transmission has concluded its first consultation on the English section of the cross-border connection, with further consultation expected next year. The Scottish section is being developed by SP Energy Networks; consenting decisions on that portion are the responsibility of Scottish Ministers. It is for the developers to progress their proposals and to seek the necessary consents.

The mega-pylons comprising the cross-border connection will have a major impact on residents in the Scottish Borders. Data centres, wind farms, solar farms, substations and battery storage plants will follow in the wake of the pylons, but local councillors and residents feel powerless to influence these developments. Will the Minister meet me and local Scottish Borders councillors to discuss their concerns? Will the Government support my Energy and Digital Infrastructure (Planning) Bill, which will provide certainty to local communities and the council on how such developments should be considered?
Michael ShanksLabour
I have met the hon. Gentleman in the past, and I am very happy to meet again to discuss these issues, but I reiterate that it is not for me to make decisions on those applications; they are made by the Scottish Government, as are decisions on all planning matters in Scotland. He can shake his head, but it is true. It is important that we bring communities with us on this; that is critical in the planning process. It is why we announced that the communities across the UK who host such infrastructure UK should benefit from bill discounts directly, but there should also be community benefits in communities like his.
Ms Julie Minns (Carlisle) (Lab)Labour
The proposed route of the cross-border connection cuts a swathe across the north Cumbria section of my constituency and passes through, or close to, four sites of special scientific interest. I recognise the importance of the project, but will the Minister please urge National Grid to maximise undergrounding on this section of the project?
Michael ShanksLabour
As I said, individual projects have to go through the planning process and develop their proposals, but the Government have a preference for pylons, rather than undergrounding—the previous Government had exactly the same position—not least because undergrounding is four or five times more expensive, and it is consumers across the country who pay that additional cost. We are very clear that building the grid is absolutely critical to getting clean, cheaper power to people’s homes and businesses. It is a job that the previous Government never did, and that upgrade is now absolutely critical.
