That this House declines to give approval to the statement on the Defence Estimates 1991 (Cm 1559-I-II) due to the holding of nuclear weapons by Britain and the presence of foreign troops and bases within the United Kingdom; and further calls for a cut in defence spending to at least the European average as a first stage towards even larger reductions.
