HUMAN RIGHTS IN HONDURAS

Motion Text

That this House congratulates Carlos Roberto Reina on his election to the Presidency of Honduras; congratulates members of the incoming Congress on their election to the national legislature; expresses concern over past and ongoing serious violations of human rights in Honduras; urges the new President and Congress to follow up on the 29th December 1993 Report by the Commissioner for the Protection of Human Rights, which recommended that Honduran authorities complete a full investigation into forced disappearances, allegedly carried out by agents of the state, support the prosecution and punishment of those responsible, compensate families of the victims and adopt measures to prevent the recurrence of such gross human rights violations; also urges the new Government to follow through on pending recommendations of the 1993 report by the Ad Hoc Commission on reforms to security agencies and to the Judiciary; and calls upon Her Majesty's Government to urge and support, bilaterally and through the European Union, genuine efforts to promote human rights, civilian control over security forces and national reconciliation in Honduras.
