That this House acknowledges that businesses in Northern Ireland have suffered particular adverse effects as a result of liability insurance premium increases as was recognised in the Office of Fair Trading Report into the liability insurance market; requests as a short term measure that the UK Treasury used the revenue generated by insurance premium tax to avert a growing crisis in the small business insurance market; and further recommends that the IPT should be used to provide a 'pool' of employers' liability insurance.
