leave out from 'Council' to end and add 'which was wholly drawn from a Conservative Central Office briefing and totally fails to appreciate the serious social problems of unemployment and poor housing which afflict this inner London borough or that council spending has been constantly capped, thus impairing its ability to deal with multiple deprivation; and calls upon the Evening Standard to look seriously at the borough and the efforts of the council and show that as a newspaper it actually wants to improve the lives of Londoners.'.
