leave out from `England' to end and insert `but expresses disappointment that sufferers of other long-term conditions still have to pay prescription charges despite a commitment by the Prime Minister to help with those long-term conditions; and commends the Scottish government's decision to reduce prescription charges for all users before phasing them out completely in April 2011.'.
