That this House congratulates the Partido Socialiste Obreros Espana and Spain's new Prime Minister Jose Luis Rodriguez Zapatero on their election victory; further welcomes his opposition to the occupation of Iraq; welcomes the withdrawal of Spanish forces; and calls upon Her Majesty's Government to do likewise.
