To revert to the automatic update of an A2 license to a full A license after 2 years of riding.

Additional details

This is instead of taking the same practical examination two times. In the past, an A2 rider would wait for two years before automatically achieving a full unrestricted motorcycle license. I propose we now return to that scheme again.
