Add Brazil as an eligible country for driving licence conversion

Background

We think it would be beneficial to Brazilians to have their driving licences exchanged for British equivalent licences. We feel this makes sense with the lack of driving tests available in the country and the amount of Brazilians with full Brazilian driving licences living here.

Additional details

We believe this could alleviate the pressure on people with experience and qualifications as drivers. The Brazilian community greatly adds to the British society.
