Allow healthcare surcharge to rollover if applicant hasn't used the NHS

Background

I want govt to let applicants for visa renewals carry over the healthcare surcharge paid on previous application to the next if they did not utilise the NHS. Some stay up to 5 years without visiting Doctor Dental so we think their contribution need to be carried forward to next application.

Additional details

We think Government is benefitting from poor who struggle to pay for the surcharge and not utilising the services they have paid for.
