Ban all ticket touting and reselling of tickets for higher prices

Background

I want the government to crack down on concert and sports ticket touting. I think it's disgusting to rip off fans who genuinely love the enjoyment of going to a concert or sports event. I believe the government should bring in tougher laws and protections for fans.

Additional details

I also think they should close websites that re-sell tickets for high prices.
