Ban euthanasia of healthy pets, create register of owners who have attempted it

Background

Ban euthanising healthy pets. I personally know of instances where pets have been put to sleep just because they were not wanted, the vets offered to rehome the pet but the owners refused.

Additional details

Such owners should be banned from owning pets again and be placed on a national register. When an animal is not sick, then euthanasia should not be allowed. Instead of euthanising these pets should be rehomed.
