Ban food delivery companies from paying riders 'per delivery'

Background

Many delivery apps such as Uber Eats and Deliveroo currently pay riders a 'per delivery ' fee, instead of an hourly rate. We think the government should ban this and enforce hourly pay of at least minimum wage.
