To ban the sale and use of non-silent fireworks

Additional details

Current fireworks cause widespread distress to some of our most vulnerable inhabitants including domestic pets, wildlife and those suffering from mental health illness. The noise also causes unnecessary distractions to individuals such as drivers which increases risk of damage to wider society and infrastructure.
