Begin immediate negotiations on Youth Mobility with the EU

Background

Government must respond positively to overtures from the EU regarding a youth mobility scheme rather than maintaining, with no obvious justification, that there are no plans to do so.

Additional details

The advantages for young people on both sides of the agreement hardly need pointing out. It seems perverse that the UK has such arrangements with around 13 non-european countries but rejects one with our nearest neighbours. More widely, it seems unlikely that the EU reset promised by the PM will amount to much without the gesture of goodwill that such an initiative would provide.
