Case for a UK Free Speech Standard

Background

UK needs a free speech test like the US First Amendment. Current hate speech and public order laws chill debate through uncertainty. Adopt a high threshold: protect expression unless intended to produce imminent lawless action. This would reduce self-censorship and strengthen open discourse.
