Change Council Tax so its based on how many occupants live in the household

Background

Implement a new council tax system that takes into account how many people are living at a property. I think it is totally unfair that occupancy of 2 people have to pay the same as house occupancy of 6-9.

Additional details

Two people would NOT use same amount of amenities/services as 6-9 household occupancy. A house occupancy of 4 would NOT be using the same amount of services as a neighbour's household of 9.
