Change national insurance contributions when reached max for state pension

Background

Once you have reached the required number of national insurance years for the full state pension, I want the government to give the option of paying NI contributions into a private pension.

Additional details

If you don't have a private pension, I think you should be allowed to save the money into an account that can't be touched until retirement age.
