Create the right to examine council witnesses in moving traffic contraventions

Background

Millions of Penalty Charge Notices are sent out to motorists each year. We believe it is a human right to have the opportunity to question the evidence including by requiring the attendance of the author of a witness statement pertaining to a traffic camera.
