Grant home fee status to UK & EU nationals who live in the EU

Background

The Government should grant British citizens living in the EU and EU nationals the right to qualify for home fee status at English universities, even if they have not spent the 3 years before the start of their university term living in the UK.

Additional details

From 1st January 2028, UK citizens living in EU will no longer qualify for home fee status.
