Increase the minimum sentence for those found guilty of rape to 15 years

Background

Currently the minimum sentence for people convicted of rape is typically 4 years. I would like that to be upped to a minimum of 15 years.

Additional details

We believe 4 years minimum in prison is not justice for those who have been raped, and that a minimum of 15 years would help give survivors greater justice and also more peace of mind that their attacker didn't simply get what some see as a slap on the wrist.
