Introduce scheme for reduced or free public transport fares

Background

I believe that there should be a government scheme to make public transport fees reduced or free across the country, in addition to the existing bus fare cap.

Additional details

I think doing so could address climate change, cost of living, and urban accessibility. Public transport can help reduce global emissions, and it has been reported that some cities with free transport see higher ridership and lower congestion.
