Limit the number of terms an elected mayor can serve

Background

With the increase in the number of elected mayors in England, we think we must ensure those elected do not become entrenched.

Additional details

We propose a limit of a maximum of two terms for each mayor. We think this will encourage democratic representation and prevent abuses of power.
