Make an agreed offer on a property legally binding

Background

I want the government to legislate to change the point at which there is a binding contract during house sales. Once an offer has been agreed, I think here should be a financial penalty for pulling out of the contract.

When buyers withdraw from property sales without warning, it can cost people money.
