Make illegal to drive off after hitting any animal or wildlife without reporting

I want the government to make it illegal to drive off on safe-to-stop roads, when they hit any animal, without reporting it.

Additional details

I want this reporting requirement to be the case for all animals, rather than just some, which is currently the case. I want it to be a requirement that people alert the police if they hit an animal.
