Make it 100% illegal to deny a student toilet access in all schools

Background

Stop the amount of students in the education system being denied access to a toilet when on school grounds , and to fine any teachers who refuse to abide by this .

Additional details

I want the government to do this because there has been many incidents of children with or without medical issues , being denied toilet access . Not only will it make students un - focused in learning time , it can cause major health issues . Some of which could lead to hospitalization .
