Make it a legal requirement that all electric vehicles have artificial sound

Background

We want the government to make it a legal requirement for all electric and hybrid vehicles to have artificial sound installed in the vehicles.

Additional details

As a registered blind person, I know how frightening it is to cross a road thinking it is clear and safe to cross because I don't hear anything, only for an electric car to be driving down the road. Navigating the world when you're unable to see is difficult enough without having the fear of being hit by an electric car when crossing the road.
