Make it mandatory for all horse riders when on a horse wear body protection and helmet.

Additional details

My mum died from falling off horse - in the paperwork it was noted she was suitably dressed for horse riding including a helmet. There was no mention of body protection - which is available but not mandatory - if she was wearing this there is a chance her injuries may not have been life ending.
