Make machines, which take payment on exit, mandatory for parking operators.

Background

I want the Government to legislate so that parking operators have to use machines which charge for parking on exit so that charges correlate to the amount of time that a person stays. Fixed penalties for overstaying should not be allowed.

Additional details

I think many parking operators charge extortionate penalties for overstaying. Occasionally people don't realise they have slightly overstayed or could not return to the parking place within the parking ticket time.
