Make owners of multiple properties liable for council tax on all properties

Background

We would like the Government to make people who have the luxury of owning multiple properties cover council tax on all of their properties. Local councils would continue to collect tax from social housing residents or from benefits.

Additional details

The Government says that it wants affordable housing. We think it doesn't make sense for renters to pay extortionate rates of rent as well as council tax. We think this policy would help to reduce the amount of buy to let owners.
