Reduce employer and employee NI contributions for apprenticeships

Background

Reduce National Insurance contributions for any employers and employees required to make such contributions, for approved apprenticeships.

Additional details

I believe a reduced NI contribution could help encourage potential employers to take on young people for training in badly needed skills. I think this could help resolve the national skills shortage and get young people into work.
