Remove the 100% additional council tax premium on second homes

Background

From 1 April 2025, billing authorities in England can charge a council tax premium of up to 100% (that is, up to 200% of the normal bill) on second homes. We think this is disproportionately discriminatory as there is no 100% increase in the authorities delivered services.
