Require councils to be responsible for stray cats

Background

Councils are currently not responsible for abandoned/stray cats. We think this is cruelty for cats. Councils have a responsibility for stray dogs so we think this should be the case for cats.

Additional details

As of now we feel there is little in place to help stray cats. There are laws for dogs and we think councils should be required to take responsibility for cats.
