Require employers to send responses to all job applications

Background

Make a law where job applicants have to get an answer from recruitment agencies or HR teams regarding job applications. As an agency or organisation, not giving any response to job applicants should be made illegal.

Additional details

I think this would allow job seekers to have more visibility across job applications and allow a fairer process for all parties involved. It could also improve the job market.
