Restrict fireworks to public events for pet safety

For pet safety, fireworks should be at public events ONLY. They should also either be a low decibel or silent as 90% of fireworks scare animals.

Additional details

Throughout October to January, pet owners have to cope with petrified animals. Dealing with shaking, hiding underneath things, biting, toilet accidents, escaping animals and even paying a high vet prices for drugs. We do a lot in this country to help SEN children and adults, but animals need help to, especially as they cannot advocate for themselves.
