Review how law handles tool theft

Background

I think there should be a review into this as I believe punishments are not harsh enough. This review should also address how the law treats victims of tool theft, who I think should be more able to defend themselves and their livelihoods.

Additional details

This affects many tradespeople. Having their tools stolen can cost them greatly and turn their lives upside down.
