Review the enforcement of cannabis laws

Background

Cannabis is a class B controlled substance. Yet frequently in the UK you can smell it and see people openly using it, including it in daylight and near playgrounds, schools etc.

Additional details

I want the government to review how police are enforcing existing laws on cannabis, including whether those who break the law are charged and arrested in line with the law. I think cannabis stinks and is unpleasant.
