We believe applying commercial trade waste requirements to people running small businesses from home is disproportionate and unworkable. A home baker fulfilling two orders a year faces the same legal waste obligations as a commercial restaurant yet generates a fraction of the waste. This creates an unfair financial burden that could push compliant micro-businesses to either operate illegally/close
