You can only hold your phone up at a concert one time for maximum 30 seconds

Background

I would like people to be strongly encouraged to only hold their phone up one time during the duration of a concert, for a maximum of 30 seconds. Maybe bands should be legally required to share the set list in advance, so people can plan when they want to hold their phones up.
