Planning and Infrastructure Bill

Contribution

My Lords, I thank all—well, nearly all—who have taken part in this short debate that has raised the issue of how important transparency and trust are in the planning process. It is important for the reason the noble Lord, Lord Carlile, gave, which is that often considerable sums of money are involved in planning applications; and the noble Baroness, Lady Bennett, raised the point that if you do not have a transparent process, social media certainly takes over, and then it is really difficult to ensure that the truth is out because you have no evidence to support it. All I am going to say to the noble Lord, Lord Fuller, is that methinks he doth protest too much. I thank the noble Baroness, Lady Scott, for her support and her suggestion that maybe this could be incorporated into the overview of the government department, whatever we call it these days. Finally, the Minister in his reply said that it is okay because we take care of all this stuff already and it is already recorded. All I can say is that, in the case that I gave recounted, it took a legal challenge by Tower Hamlets Council to overturn that decision when it was declared unlawful, which drew me to think about ways of getting greater transparency into the process. I would like us to think again about that and maybe take up the idea of the noble Baroness, Lady Scott, of somehow including it in a government process if it were not possible to do it at local government level. With those comments, I beg leave to withdraw the amendment.
