Renters’ Rights Bill

Contribution

My Lords, I note what the Minister says about the Government taking it seriously and I accept that there is a move, for example in the warm home local grants, to put in a clear expectation, but that is not compulsory. Guidance is not compulsory. Landlords do not need to do it; they can completely ignore it. It is not okay that tenants have to suffer the noise, dirt and disruption of improvements and then do not actually benefit at all financially and have rent rises immediately. I am not precious about how it is done: it could be in the grant conditions. I imagine there are all sorts of ways of actually making this happen, so that tenants can have some benefit without increased costs. I thank the Liberal Democrats for being prepared to support this amendment, but—although I bitterly resent saying it—I will not move the amendment.
