Employment Rights Bill

As noble Lords know, this is the final group of amendments, and I must say that I am very flattered that so many noble Lords on the Benches opposite have stayed to hear it. The inspiration for these amendments is the Social Security Advisory Committee, which has been in existence for over 40 years and has established itself as an impartial and expert committee in the highly complex area surrounding our benefits system. Much of the benefits legislation is set out in secondary legislation. It is an area marked by highly complex law, which has very important real-world effects for the people affected by the secondary legislation. If the Department of Social Security gets it wrong, people can suffer genuine detriment. The SSAC has been an important underpinning to the parliamentary approval of complex social security secondary legislation, and it gives parliamentary accountability some real substance. Parliamentary accountability is the key driver of these two amendments.
