To conclude, it is clear that, among us here in the Chamber, we do not agree on the meaning of the Holocaust. The legal risk is about a challenge being brought by someone who disagrees with the government interpretation. That challenge may not ultimately be successful, but it will inevitably cause delay. The Bill would continue to refer to the Holocaust. A new Government would have to change the law to expand that definition. A Government could of course change any other provision we add to the Bill. There is no definition in the Bill.
