Turning briefly to some of the important points other noble Lords made, I can say to the noble Lord, Lord Palmer, that there will be a public consultation later this year to inform the regulations setting out the rest of the fair pay agreement process in England. The remit stated in the Bill is based on standard terms and conditions and matters for negotiations, and we will continue to discuss this with stakeholders. I welcome the observations of my noble friend Lord Prentis on delayed discharge and the issue of pay for workers in relation to new starters, and his other comments, including about who the fair pay agreement will apply to. On the latter point, I reiterate that it will apply to all providers.
