I say to the noble Lord, Lord Palmer, that this is not just about the traditional trade union response; there are advantages for a wider group of people in improving pay and living standards. We expect a much wider group of people to be caught by the advantages that we are proposing under this scheme. I say to the noble Lord, Lord Sharpe, that we expect our proposals to drive up employment and tackle the exploitation in what we have all acknowledged are very outdated current employment practices.
