Finally, that brings me to the second consideration: whether the purpose of the access could reasonably be achieved without physical entry. In many ways, the amendment does not prefer one side over another; it just provides a structured way for the central arbitration committee to make balanced, informed and context-sensitive decisions that reflect the diversity of modern workplaces and the need to accommodate both access and operational stability.
