Renters’ Rights Bill

First, I thank the noble Baronesses, Lady Kennedy and Lady Bennett, and the noble Lord, Lord Jamieson, for their excellent, thoughtful and thought-provoking contributions. We all agree, I think, that it is really disappointing that rent repayment orders—such a valuable tool—are so rarely used. Let us hope that the changes outlined by the Minister work and that the whole renting culture changes, with tenants’ empowerment. As we have gone through this process, we are beginning to see all the impacts of the Bill and how they should all work together to produce that change; perhaps an increase in the number of RROs will be an indication that things are improving. I follow the logic of the Minister’s arguments, as on my previous amendments, but I hope that we have given her food for thought. I withdraw my amendment.
